PS22: Safe Hydrocarbon Transportation Workshop

Participate in the next training workshop on “Risk Management in Hydrocarbon Transport Infrastructure Using Functional Safety Concepts” given to understand how the implementation of a safety instrumented system – SIS helps to prevent incidents that affect people, the environment and assets of companies in the Oil and Gas sector.

The international standard, IEC 61511 for the application of Functional Safety in industries of the Process Sector, has been in force since 2003. The central theme in the standard is the Management of Functional Safety throughout the life cycle of Safety Instrumented Systems (SIS), systems that are specifically designed for the protection of people, the environment and property. IEC 61511 is used in the European Union as the practical way to implement the requirements of the Seveso II Directive, which aims to prevent major accidents (and the consequences of these on people and the environment) related to the handling of hazardous substances. In the United States of America, the IEC 61511 standard has been incorporated into the North American standards in replacement of the ANSI/ISA S84.00.01 standard (IEC 61511 MOD) and is considered as “good engineering practices” for the implementation of Process Safety Management required by the National Occupational Safety and Health Administration (OSHA) of that country.  Which applies strict compliance requirements in everything related to the process industry in which hazardous substances are involved.

In the process industry in Latin America, there is a growing concern about the implementation of this standard. The exploitation and transport of hydrocarbons is no exception, as there is a lot of damage that can be done to people and the environment, if the risks related to it are not adequately controlled.

This course first explains fundamental concepts of risk management in processes and, in particular, risk management in processes related to the exploitation and transport of hydrocarbons. It demonstrates how the lack of proper Functional Safety management has played a major role in catastrophic accidents in the not-too-distant past such as the Piper Alpha Platform in the North Sea in 1988 and more recently at the hydrocarbon storage plant in Buncefield, England, in 2005.

In the closing, some examples are presented in which the application of the IEC 61511 standard is a “good practice” for a safe and reliable design of functions and/or protection systems.

Why should I participate in this Training Workshop?

Nowadays, a training course at SIS is required by the process industry worldwide. In recent times, a practical approach to the implementation and design of a SIS as a whole in accordance with the requirements of the process-specific functional safety standard IEC 61511:2016 has been requested. In addition, a specific course such as this is being requested to understand how an SIS protects and/or prevents incidents that can be catastrophic.

This workshop on “Risk Management in Hydrocarbon Transport Infrastructure Using Functional Safety Concepts” is available through WISE PLANT and is delivered in virtual format.

Who is the Training Workshop for?

This Workshop is open to any engineer, technician or professional who performs safety-related tasks and who wishes to understand how a SIS safety instrumented system implemented in accordance with IEC 61511 can prevent unwanted incidents.

In particular, it is aimed at those who have responsibilities in process safety within the scope of the IEC 61511 standard:

  • Process plant managers who have responsibility for the management of functional safety involving Safety Instrumented Systems.
  • Control and instrumentation engineers, chemical engineers, mechanical engineers, electrical engineers who have responsibility for or have participated in exercises for the determination of SIL, specification, design, operation and maintenance of plant protection that use safety instrumented systems.

Prior knowledge

Prior knowledge of process safety is required to attend the course.

Certificates
